Sometimes the "nipple" thing needs a little upward pressure while turning to get it to catch. You said gas but if it's diesel make sure you swap out the filter with the appropriate one, pour clean disel in, and lube the rubber ring with some diesel. In your filter package there should be two new sets, one large and one small for the "T-handle" that should be used. Depending on your setup you can order the filters by color which is the appropriate "micron" filter for your application.
