Tailor Marc, anywhere there are little fish like those herring, there are big fish as well. Try at night, swim it into deep water near structure (a gentle current helps as well) and I suspect you may find that things are not as barren as they seem. Search this site for tips on "livelining herring" for some ideas. It wouldn't suprise me if you are sitting on an untapped fishery.
