Larry HP tags are issued in MA with a doctors report only. The tag is not an easy thing to obtain. The law states that the only time a HP spot can be used is if the person who owns the tag is in the auto. The tag has the person's picture on it and a expiration date also. The penalty for using another persons tag is loss of tag and a $500 buc fine.
If you see someone using the tag illegally you can note the time, location used and notify the registry - they have to investigate the complaint. If there is a cop around you can request him to check it out. You also have the right to ask to see the picture and if it doesn't match you can call a cop right there. Use your cell.
Another way is to tell another person who has a HP tag. Believe me, that person will be all over them like flys on s-it. A person who has a legitimate plaque guards it like you wouldn't believe.
On the other hand - some HP people look just fine, but the tag is issued for a reason not apparent to the eye.
