I honestly think the only choice you have is to sand and re-paint with regular maine paint.
In order for epoxy to stick you would have to remove the old paint. This could be a bigger job then you think. Quite frankly for the size and cost of the boat...just repaint. (or buy a new boat)
This is the problem with regular paint over fiberglass. It does not hold up that well. epoxy finishes are much harder but you have to have a super clean surface to apply it to.

No you do not need anti-foul bottom paint if you trailer. Only if left in the water for the season.

The special "car paint" you heard about is probably imron. Yes you can paint a boat with it and it looks great. It is an epoxy (and toxic) paint that has some flexibility and is tough. IMO it does not cover as well as alwgrip but it is great stuff. I did a car ('73 camaro in met. blue) and a boat (boston whaler) with imron in the early 90's. (I did not spray it myself, my friend had a autobody/paintshop and he did it in a spray booth.)
