The fed's are implementing a REGISTRY not a fishing license.
To some these pieces of art can be priceless, to me they are worth what you catch with them.

Nevermind,,, its a registry fee, but some states will probably institute licenses (to include the registry fee) but sounds like RI will not, they also list possibly fee exceptions, but even though the exceptions wont have to pay the fee, they will still need to register. So maybe it won't be too bad.

Somantics...license, permit, registry etc etc etc..
