Why invest to support a declining need? your right Mike, the answers are not easy, but apparently throwing billions at a problem is. Thats my gripe. Show me a detailed cost benefit analysis for this project? My company doesnt spend 500K on anything unless we do a detailed analysis. Is it too much to ask our government to do that?
