When was the last time government management worked, NOAA hah ask the Comm guys in Gloucester.

This thread was covered somewhat on the main forum and the article is a bit misleading. But it certainly is conceivable for this to one day happen if things stay on course. We're not going to get more, just continue to have more chiseled away.
