I'm no expert but here's some ideas and things that happened to me.

Plug wasn't fully dried from sealer and bubbled paint.

Too many coats of paint. I do the minimum amount when I can.

I know with spray paints if they dry too long in between coats you'll get that problem.

Could have gotten Oil or a greasy substance on it, even touching a plug can do that.

Humidity can also be a factor.

I know that doesn't narrow it down but these are some reasons it could of happened.

Did it get lumpy after the etex? If so, I had the same problem with system 3. I think the two part mixes generate heat, which causes the sealer to exude from the wood if you don't let them dry long enough.

I've been waiting 3 weeks after the oil based sealer I use (Behr exterior wood sealer #92) to prime, then wait another week to paint, then wait another week to clear. Yes it takes a while, but it works for me.
