I like your ideas, TDF. I would do it that way, but with a few small changes.
1) Change the target fish from Stripers to Scup.
B) Instead of weighing 1 fish, you have to take the combined weight of 50 fish that are all caught on the same trip. The 10 highest combined wieghts for each team are entered into the contest.
3) At the end of the tournament, there's a big party and a golden ticket raffle. The winner of the raffle gets a giant inflatable chicken and has to buy a round of drinks for everyone in attendance.
Aside from those minor changes, I'd do it exactly like you mentioned.
