Remember how they described terrorists groups like the mythical Hydra? You cut of the head and another grows to replace it.
I would consider this more like a weed.
You cut down one and another will grow in its place, only not at strong and easier to defeat!
Although we have struck another blow against terrorism, it hasn't been completely defeated, but definitely weakened even more!
and the best part is......IT'S ALL BUSH'S FAULT!!!!!
