John,
I went to the meeting with an open mind, I learned some things, took in what everyone had to say. I was surprised to hear they didn't have any "hard numbers" to back up thier claims. I like the idea of protecting the pre spawn fish, and the moving of the lines back to protect the fish so more of them can reach the ponds.
It appears that there is not a lack of herring attempting to return, just that they are not reaching the spawning grounds. I think those two simple measures of a closed early season and a change in the Demarcation line will go a long way to help restore these runs without a complete closure.
A complete closure would only keep us small time fishermen out,, not the commercial intrests.IMO
