Assuming you're surf fishing for striped bass in New England? If so I would pick a week and place where there "resident fish are in place". Early season (early June) and late fall (October/November) are very migration dependent.
That said if I had a pick of only one week it would be the third or fourth week of June or first two weeks of July then the darker moon phase of that time frame. These 4 weeks offer resident bass just about everywhere and the best chance of stable weather. September is good but tropical weather systems are always a wild card - been blown out of a few Cape weeks from passing hurricanes and Block weeks by Noreasters or no migrating bass.
