My Grandfather was a foot patrolman for the Providence Police Dept, he retired in 1955 or so. His beat was Federal Hill. He made exactly one arrest in twenty years - shop lifting. Never pulled his gun. There was no crime on Federal Hill. He'd get an envelope once a month to not hassle any card games or search through certain people's cars. It was organized crime, highly organized. He was like a friendly neighborhood Irish cop. He would help people who got hit by cars, or stuck in the snow, and he pulled some people out of fires.
He was there mainly as a first responder when someone was hurt that had nothing to do with crime. As far as arresting bad guys? Nada. That was the Feds gig and he didn't get involved.
