Unfortunately that just means they'll go and clean them out of some other area.
It basically will solve the menhaden problem for Narragansett Bay menhaden area. Unless a law is passed that covers ALL coastal waters, ar at the very least, regulates them as stringently as they do the recreational anglers, then it just a temporary solution.
I'm not suggesting a complete ban on menhaden, but a stop to the obliteration of individual schools. There are too many (including rec's) who don't care what happens to the regional stock as long as they get ALL that they can while they can.

Since logical approaches have failed to resolve the issues regarding overharvesting of menhaden, I thought I'd take the illogical route (just for the heck of it).
