The report they cite was based on bad data and the Administration was quick to admit this. If you're trying to demonstrate the real impact of the Stimulus on unemployment (good or bad) you would need to recalculate the projection based on the actual measured economic impact of the recession...and then compare to the unemployment rate. -spence
