It could be an inch long or 5 inches long. A dime or something to guage size would help.
That said, my first thought was a fly rod popper.

It's a fly popper. i've tied dozens of them. Range fro 1/2 in to 2 1/2 in. Pain to cast with anything under 8 weight but sure do work nice.
