Not sure if this was posted here, but this is from my annual kayak fishing trip to Block.You can just make out one vehicle surfcasting at North rip.

I have never seen the stairs in person, but after looking at the picture a bit.... if you could establish a good set of footings, you would have a 50/50 chance of doing it from the top down, a section at a time. But one set of weak footings or piers and the whole thing would shift...down. While the very bottom flight shouldn't be carrying the weight of all the other flights, (each flight should have its own supporting footings) I would rather build up, knowing what's underneath me (and above me) isn't going to move.
