If you look at the NYS marine fishing regs, you'll see that NY still has bag/size limits for red drum on the books, so obviously, they were plentiful enough for regs at one time.
Spanish mackerel used to very common this time of the year at the Vineyard, at least when I went regularly during the 80s and 90s.
