Walk the dunes? The ones on the homeowners property, sure that is a great idea... Maybe you mean access the mean high tide line from a right of way and line up fisherman in the water in front of the houses,, that is a better, legal idea, but fisherman already get a bad down there...
Like others have said I believe the issue is beach goers, maybe setting up camp on homeowners property for the day, or walking up to take a peak at that nice house. To me it doesn't sound like walking the beach below the mean high tide line once accessed through a ROW is the problem. If they give you problems tell them you will call the local police for them (although they probably won't do you any good)...
I grew up on the westerly town beach and seaside beach, we would and still do walk from beach to beach and other areas on each side and I have never once in the 1,000s of times I made that walk had an issue with a homeowner. As everyone knows all it takes is that one disrespectful person to ruin it for everyone.
