tuna bait/chum

Hi, Im new to giant tuna fishing and looking for totes of herring. I was told by one person to go to Sims near essex, but i live in NH. And keep my boat in the merrimac. Is there a place up north of the merrimac that has good fresh herring? Yankey co-op has pogies and salted herring. Is fresh herring still available this time of year? And is SIMs bait any good? thanks
