I was thinking the other day who was the most qualified public official we've seen in the past decade & change - her name came up. She is arguably the smartest, most thoughtful, savvy, diplomatic senior official we've seen in some time.
Though I would use a different carrot, appeal to her patriotism, rather than your, uhh, figurative stick.
