Buzz, I attached a more detailed press release. Lots of things in here. I think they want to eliminate (as much as possible) the "non reporting" of fish as well as better manage dead discards and the long liners. Some say that the current algorithm used to determine "non-reported" fish estimates a number way higher than it actually is.........who knows.
