Question for any Welders

Bought this heavy vintage chair last year for the home computer. Snapped one of the legs the other week. Hard to see from the photo but on one leg the side seams where it's attached to the base are cracked so it bends up.

Does this look like something that could be repaired easily or given the location of the joint is it likely just going to fail again? I know this is hard to tell from a pic.

If it looks worth a shot and someone with the means (RI/SE Mass) can help fix please let me know. Thanks...
