The virus was known about by China sometime in late 2019--some say possibly as early as September. It was the duty of the Chinese government to notify the world health community of the first known eruptions. If it had done so, we would have had a much earlier start in preparations.
As far as I can find, our intelligence reports that China might be lying were in January and February of 2020.
Trump imposed the China travel ban and declared a public health emergency in January.
