Wind and Rain

I'm watching the weather channel and the rain and wind are traveling in different directions at a any given location. Anybody explain the dynamics of why this occurs because in most cases the wind travels same direction of the wind.
I understand CCW wind direction of the low pressure but the wind and rain in opposite directions.
