What are these???

Received as a gift an old tackle box and these were in it. Curious if they have any significant meaning.

I figured the bottom plug was a Gibbs, but the top one I wasn't so sure. Both are only 4 to 4 1/2 inches long.

I would also say both gibbs. Good plugs for examples to get ideas from or to make more of.
