Any way to get Windows 7?

My laptop has died. Sounds like I may have to pay Dell more to fix this one than a new one costs.
All the laptops I look at have Windows 10. I don't want that.

What are my options to get Windows 7 on a machine? Can this be converted to an older copy of Windows?
