Yep, Goo goo big daddy. The eye doesn't look right though may be replaced? Cant tell too well without a close up, but it looks like there is room in the socket around the plastic eye. The reason I bring up the eye is that it is easier to date them based on the eye that was used.

I'd restore it, paint it blue and fish it. A lot of big fish caught on that plug.
