it's hard to follow the stupidity

apparently riding down the city streets in providence with hundreds of your friends on dirt bikes and atv's that are not street legal is ok?....this has been a problem in providence for a while, they are a nuisance and a danger to law abiding citizens and the police, attempting to enforce the laws have started a "war"....ooooh...maybe they can do some kind of "buy back" to get these things off the streets?

On Sunday night, Jhamal, whose last name is also Gonsalves, was out on his scooter amid a group of hundreds of other motorcycles, ATVs and dirt bikes.

As the group passed down Elmwood Avenue at Bissell Street, a number of marked Providence police cruisers are seen following them on a cell phone video recorded by a witness.

At a press conference Monday afternoon, Providence police said they were still investigating if the fully-marked cruiser collided with Jhamal's scooter, which police said was unregistered and not equipped with a license plate.

After watching multiple videos from witnesses, Mark Gonsalves said he wants to know why his son appeared to be singled out.

"This is for a traffic citation. You know? The officer let dirt bikes and 4-wheelers, all the illegal bikes, go by him. He decided to go chase a kid on a scooter that is street legal," Gonsalves said.




ummmm.....if this 24 year old's "scooter" is "street legal" then why is it unregistered and not equipped with a license plate and why is he riding it on a city street?

the local news provides a picture of the victim with his bike...if that's what he was riding it's not a "scooter".... it's a dirt bike...I bet it's fun to have hundreds of them going through your neighborhood at night

Rally for victim of officer-involved moped crash devolves into chaos; several arrested

PROVIDENCE, R.I. (WPRI) ─ The revving of ATVs and dirt bikes could be heard throughout the South Side of Providence Tuesday evening as hundreds of people gathered to demand justice for the victim in an officer-involved moped crash from over the weekend.

The rally was organized by the Party for Socialism and Liberation, which is calling for an independent investigation into the incident.

“We demand an independent investigation because the police can’t be trusted to investigate themselves,” Party for Socialism and Liberation member Nino Brown said.

Gonsalves was rushed to the hospital in critical condition Sunday night immediately following the crash, which occurred as officers were attempting to reel in hundreds of off-road vehicles that took to the city streets.

The officer involved, identified by police as Kyle Endres, appeared to be following Gonsalves down Elmwood Avenue prior to the crash. Cell phone video from a witness shows Gonsalves take an abrupt right turn before losing control of his moped and slamming into a building.

It’s still unclear at this time whether Endres actually hit Gonsalves before he crashed.

Endres, a six-year veteran of the force, has since been placed on administrative duty pending the outcome of an investigation, which is being primarily conducted by the Providence Police Department.

On Tuesday, Mayor Jorge Elorza promised a thorough investigation.

“We are fully committed to making sure we have a transparent and complete investigation,” Elorza said.

Those who attended the rally ultimately mobilized and began marching down Elmwood Avenue. Smoke filled the air as bikers revved their engines in support of Gonsalves, whose fiancé tells 12 News has a passion for Motocross.

Chris Perry, Gonsalves’ older brother, said their family is not only asking for justice, but for change.

“He’s a hardworking, good kid and he didn’t deserve it,” Perry said. “I just want justice for my brother. I want him to wake up, and I don’t know if he’s going to wake up.”

The group made their way through the city and ended up outside the Providence Public Safety Complex, where they were met by a metal barricade and dozens of officers in riot gear.

if he was riding legally and wearing a helmet this wouldn't be a story...riding circles around police cars taunting them and then evading them for blocks is a choice that.... if you decide to make...might land you in the hospital...

It’s funny that the problem you have to discredit the guy is that his scooter was not registered. Much like when you hear of illegals be in abused , you say “well they broke the law”.

One day maybe both of you guys will grow some empathy brain cells.

unregistered, no license plate, no insurance along with hundreds of his friends driving on sidewalks and the wrong way into traffic on a busy street taunting and evading police...

....but I'm "discrediting" them ...

so you can't use your leaf blower(unless you are a protester using it as a weapon against police trying to protect property) but if you want to ride your unregistered, un-inspected, uninsured off-road vehicle in irresponsible ways through the city streets residents are supposed to put up with you...


It shall be unlawful for any person to operate any machinery, equipment, pump, fan, air conditioning apparatus, leaf-blowing equipment, or similar mechanical device in any residential zone of the city so as to exceed fifty-five (55) dBA between the hours of 8:00 p.m. and 7:00 a.m. or so as to exceed sixty-five .......

PROVIDENCE, R.I. (WJAR) — For a third night, community members took to the streets Thursday in support of Jhamal Gonsalves, a 24-year-old man who was critically injured in a scooter crash involving Providence police.

Dirt bikes, scooters, and ATVs took over Elmwood Avenue. For hours, demonstrators revved their engines, and performed wheelies, burnouts and other tricks in traffic.

Police shut things down around midnight by blocking the intersection of Elmwood and Park avenues using city plows and threatening to arrest anyone who didn't immediately clear the area.

Early Friday, protesters had several streets blocked on Atwells Avenue, frustrating some of the drivers there.

PROVIDENCE, R.I. (WJAR) — People are speaking out about the packs of mopeds, scooters, and ATVs hitting the streets across the region. The crash of that moped and a Providence police cruiser Sunday afternoon sheds new light on the issue of the two and sometimes four-wheelers.

Many of the vehicles not street legal.

A witness to the pack of riders going down Elmwood Avenue in Providence Sunday afternoon told NBC 10 News "all the bikers and stuff were actually on both sides of the street. I mean, where's that legal? It ain't legal here."

Just before the crash, the scene showed hundreds of dirt bikes, ATVs, and mopeds going down both lanes of the avenue, some in the wrong direction.

If this was people with 4 wheers and dirt bikes protesting Washington County for a place to ride in the woods

why don't they go to washington county to ride their atv's, dirt bikes etc? or is providence just supposed to make it legal for them to race around the city when they feel like it?

there is no evidence of police brutality and the guy hit a curb trying to elude police and wasn't wearing a helmet apparently...I don't know what "justice" they want....

PROVIDENCE, R.I. (WJAR) — Several Providence neighbors told NBC 10 News their safety is at risk because of large groups of people illegally riding ATVs, scooters, and motorbikes on city streets -- and another incident over the weekend is elevating concerns.

Cell phone photos captured by a neighbor show an ATV and a motorbike illegally driving on the Providence Pedestrian Bridge around 8 p.m. Sunday.



"They became more and more brazen. They would take over the entire street," said the neighbor.


The woman said the illegal riders have been a problem in Providence for months, but the groups have become more aggressive lately and even confrontational towards people they come across.

"It happens in broad daylight. It happens, now, any day, whenever they feel like," she said.

The woman asked NBC 10 not to identify her after she said she had a frightening run-in with another group of riders during the day while she was out for a walk on the pedestrian bridge.

"They fully intended to go over the bridge. So, I literally stood in the middle to the concrete path," she said. "They stopped, they taunted, they harassed. They used lots of horrible profanity."

Now, she said, she fears for her safety.

"They are harassing people," she told NBC 10.

Tensions over the issue of illegal ATV and motorbike riders in the city boiled over in recent days after a young man on a moped was critically injured in a crash involving a Providence police cruiser.

Jhamal Gonsalves, 24, remains in a coma, and the Rhode Island Attorney General's Office is investigating the crash.

If the groups continue to gather, neighbors told NBC 10 they worry that more riders or bystanders will be injured or killed.

"We've already seen that bad things happen, and this to me is the tip of the iceberg," the neighbor said.

City Councilman John Goncalves told NBC 10 he's been working on an ordinance to address safety concerns over the ATVs since July, which is now going through final vetting.

"The pervasive nuisance of ATVs and motorcycles in our residential neighborhoods has been an incredibly challenging issue. The recent disheartening events make it clear now, more than ever, that we need robust measures and creative mechanisms to address this issue City-wide to ensure the safety of Providence residents," Goncalves said in an email.
