You lost the neutral (return path) if you had a short it would have tripped the main. Basically had either of the hot legs came in contact with the ground or neutral it would have shorted and popped the main.

Easier way to visualize would be a lamp. You plug it in & it turns on. If you cut just 1 of the wires it stops working but doesn't trip the breaker. Doesn't matter if its the hot or neutral wire that's
cut. IF either wire touches the other it trips the circuit

Also, if you had a surge rather than a lost neutral then the answer is the main isn't capable of stopping the surge, its not designed that way
