Got Stripers

My desktop and windows 7 died and now I am dealing with a new laptop and windows 10. I have a scrolling issue driving me nuts, where the page shifts up and down without my doing anything. Typing this into a text box is a challenge as the box is here one minute and gone the next.

Switch Browsers and see if it happens.
Does it happen in other things? Like Word?
Is the set resolution greater than the maximum screen resolution

Ok I think I figured this out for myself. I like the soft touch key pad on the laptop, but of course the way they design these things, unless you like to hover your palms to type (I don't), then I was inadvertently scrolling myself by putting some pressure on the touch pad. I disabled it and the problem has gone away.
Since I'm old school with a scrolling mouse, I think I can live without the touch pad and can activate it if I go on the road and need to use it.
