The video stated that some kids were expelled for "not helping the victim". Putting the ethics aside, I didn't know there was a legal obligation to help someone out in a situation like that.

Nine have/were been expelled almost immediately, the one who did the beating and the eight who were at least morally obligated to ask the kid to stop beating the kid who did beating. Plus three more were enroute out the door last I heard.
