Broke down and bought a boat

I got me a 21' Proline Center console w/175hp mercury, back in October and live up near Newport, RI. Last year, I rented a boat a few times from the navy base and we caught a few up near sandy point using 6 ounce diamond jigs bouncing them off the bottom in around 50' of water. A lot of people told me to use poggies, so we tried, but with the tide heading out it was hard to keep it near the fish, and didn't catch anything. My 12yo daughter caught a 24 pounder after she switched back over to the jigs. Most of the time, we were fishing but not catching. Can anyone give me some tips on fishing the waters around Newport? And what is the absolute earliest I can get out there fishing with the possibility of catching some stripers. Thanks.
