NOTHING. Bismuth is the closest and it's 16x the cost.

There's a reason lead is so widely used. The densest, most readily available element with a very low cost compared to its usefulness.

This denial is excellent news. An all out ban is ridiculous, especially considering what they are trying to accomplish - preventing the ingestion of lead by birds. With that in mind, there would have been fewer pissed off people and more support behind a reasonable restriction that was something like a ban on lead fishing weights under 1oz.

I'm feeling a little uncomfortable though... a government agency made a correct decision and based that decision on reason?!?

Ya I sure woud like to see a bird fly off with a 4 0z. pyramid sinker.
I stil can't see why a coating of some sort wouldn't work. Does lead seep through rubber or plastic? It would be easy enough to dip weights.
PaulS.- Another reason lead is widely used is because it can be melted at a low temp.
I can pour my own weights on my kitchen counter or in the garage. The pros for lead simply outweigh the cons, as long as we are not destroying the enviroment.
BUT........I do foresee a "STUDY" in the future. They never give up.
