You can make plugs like bombers by tracing the outline on two pieces of wood 1/2 the desired thickness of the finished plug, cutting a gouge down the center for hook hangers, through wire, and weights, then cutting out the shape easily with a coping saw, glueing the 1/2's together and shaping with sand paper. Freshwater guys often use balsa and a little lead. If you have access to a band saw and drill you can cut out the rough shape from white pine the desired thickness of the plug, then clamp in a vise with jaw pads, then shape with strips of belt sandpaper pulled back/forth while wrapped 1/2 way around the plug.
