Saltwater License

Am I the only one who saw this on the news a couple of days ago. A saltwater license, federal, has been approved. Supposedly its free for the first two years and a charge for one will occur in the third year. This was on the TV a couple of days ago. I haven't been on-line in the last few days until this morning. I completely forgot about it until I was eating a few minutes ago and didn't remember seeing any post about it when I was on this morning. I can't be the only one who saw this on the tube. Licensng authoties want to keep track of what we are catching, catching and keeping, or catching and releasing.
