R.I. Marine Fisheries Regulations
PART XII - STRIPED BASS
12.1 Recreational:
12.1.1 Minimum size: Twenty-eight inches (28") in total length, whether caught
within the jurisdiction of this State, or otherwise.
12.1.2 Season: There is no closed season for recreational striped bass.
12.1.3 Possession limit: One (1) fish per person per day, whether caught within the
jurisdiction of Rhode Island or otherwise.
(A) Possession limit compliance aboard vessels:
(1) Licensed party/charter vessels: Possession limit compliance aboard
licensed party/charter vessels will be determined by dividing the number of
fish by the number of fishermen onboard the boat.
(2) Multiple licensed recreational fishermen fishing from a single vessel:
Possession limit compliance aboard vessels with multiple licensed fishermen
will be determined by dividing the number of fish by the number of licensed
fishermen on board said vessel.

So if I understand correctly, the number of licensed people on board will include the captain and mate if they have licenses.
Therefore a maximum of 8 fish per day per "6 pack" charter rather than 16.
I feel this is a win win for all. I'm happy with it.

Sounds like they may be permitting the capt and mate gift their fish to customers which is OK by me. I agree the language is a little vague.

I disagree.. one fish per fisherman is different wording than 'per person'. A charter boat with 6 paying clients can only keep 6 fish. Otherwise the wording would have said 'per person, in which case the boat could then keep one fish for captain and mate, who are not fishing.

Maybe, but, it says per fisherman, I am not sure if they are counting captain and mate as fisherman.

The captain and the mate are fishermen. It doesn't say per customer.
If your aunt Betty wants to come along to take pics, she gets a fish too. The boats licence covers everyone on board and the capt

In all wording of RI fishing regulations limits are stated 'per person'

the only place that it is mentioned 'per fisherman' is charter regs.

Why would they use different wording?

Let me rephrase my earlier point, the boats charter license covers everyone on board AND the captain. Not except the captain.

Right. In other words if you are not fishing aboard your friends boat and your friends are, you are not required to have a license. But, if you decide to pick up a rod, catch and keep a fish, then you should have a license, you are not covered just because your friend who owns the boat has a license.
