I disagree.. one fish per fisherman is different wording than 'per person'. A charter boat with 6 paying clients can only keep 6 fish. Otherwise the wording would have said 'per person, in which case the boat could then keep one fish for captain and mate, who are not fishing.

Oops, Nebe beat me. This is also what I take away from the wording.
