Check that number, there is a 10,000 dollar tagged striper lurking in the ocean.

Looks like an American Littoral Society tag, yellow dorsal tag.
Try here; ALS Tagging Tagged Fish

Since you released it without taking the tag, I wouldn't worry about it.

Send in the tag number and info, they will use it. Often you'll get a token reward (like a hat) for your trouble.

it looks like it could be a loop, but you can't tell under the seaweed, there is something else written under it
but then again that seaweed might not be there if it were not a loop.
did you take the seaweed off before release?
I am not an expert at all, that is just my observation
I never caught a tagged bass

You might want to contact these guys for info:
Berkeley Striper Club
Looks like the tag and number are consistent with their tagging program.

Normally you end up with a hat and a certificate of participation. I once got a GIS map that showed where it was originally tagged and where I eventually caught it, along with a projected route. Kinda cool.
