What I'm trying to get across is that if you leave a "seap hole" in the fin it will allow sea water to wick into the fin because of water pressure - not out (while in the ocean). Whatever you have loaded in the fin will leak out while its not in the ocean. Loaded fins should not leak in or out if sealed properly unless they have a seam problem like you said.
Hope this clarifies what you asked.
