I just looked around the CT DEP website and didnt see anything about it starting. There was the proposal, but that is it, unless i missed something. I dont understand how you can make a law go into effect in a week or so and not get the word out very loudly. Like taking out adds in fishing magazines and newspapers for the previous 6 months, posting on websites, etc...
