If I buy a basketball I don't need a license to play at a public playground, but if I buy a fishing pole, I need a license to use it???......it's all,, ,,, just another way to put our $$$ somewhere we'll never see it. ...to rephrase that, we may see 2% of it in future articles just to keep us quiet, but the bulk will get misspent.
