yeah but you need to keep them alive. Actaully a fluke will each just about any live fish it can swallow. (snappers are killers)
But I have to say I have been seeing fluke puke up lots of sandeels when I bring them up. (also whole squid)
look for drop offs with moving water and keep it on the bottom.
