CB, I asked a verizon rep about this last year, as my brand new phone would die after a full charge when we'd drive out onto the beach.

Apparently, (and I think you're right on the ticket) when you're on the cusp between having service and being out of range, the phone boosts the power to the antenna in hopes of keeping a connection to the tower. This increase is even more so when you're talking on the phone.
