I never understand why they cut the commercial daily take late in the winter and then act surprised when the quota isn't reached.

The gen cat runs under a hard TAC for the season - the daily limits are only supposed to be in effect to make sure the season stretches and the market doesn't flood.

There is no way in hell the winter guys are going to flood the market - let it run until the quota is reached and then shut it down. Let the Southern boys actually go catch on the few days that they can get out.

When I was in High School we barely made it past mid September, this over-managing though the winter is freaking ridiculous.
