Many of the lower priced used boats I have seen on Craigslist, have title for the hull (usually matches the boat), if there's a title for an outboard (often numbers don't match) and possibly stolen trailers, no paperwork but registered as "homemade".

No matter what the price it's not worth it if you can't title and register it legally.
Had a new 13 foot whaler trailer donated to me this spring (no paperwork), which had only been used to move the boat to the yard to crane it on board a 60 footer. A friend ended up with it and I converted it to a yak trailer and had no issue registering it has homemade, in fact when I tried to register it with a BOS from my friend, they told me to get out of line and write homemade on the next pass thru and not submit any BOS. This was for a MA registration and transfer of my center console plate.
