I assume from your questions that you have a copy of the document, "Protected and Unprotected License Receipt Accounts in States with Marine Recreational Licenses" (if not I can forward it to you).

Q. In the breakdowns of state license structures, the last item is "Supported by Recreational Community"
Does this mean, endorsed by Rec's, or paid for by Rec's?
Or both?

A. Tim Lynch is correct - The answer is both, but the intent of the question was to determine if there is significant opposition to the license fees and are people generally happy with programs and services available. When contacting the individuals named in the report, the question was asked about the recreational community's position on the licensing and programs funded by the receipts. While I'm sure that most of the "recreational community" in the states we contacted would like to have the same programs without the corresponding license fees, the "Contacts" stated that the recreation community is supportive of work conducted in their respective states. States with totally protected accounts (Alabama, Louisiana, Mississippi, Texas, California, and Oregon), are able to offer substantial programs and services.

Q. Will the receipts from the license go completely to the Saltwater fishing interests (Programs, enforcement, administration)? Or to the General fund?

If your question is about Rhode Island: If a marine recreational license were established, the Department (DEM) would want a restricted receipt account to address concerns by the recreational community and directly fund and expand marine recreational programs. A list of potential recreational program improvements is included in the attached document (from main document available at recreational subcommittee meetings.

If your question is about other states: License receipts in Alabama, Louisiana, Mississippi, Texas, California, and Oregon go directly to recreational fishing programs. Generally the funds are split between freshwater and marine recreational programs.

The Marine Licensing Subcommittee is meeting regularly to determine the feasibility of implementing a Marine Recreational License. All meetings open to the public. Next meeting December 13, 6:30 - 8:30 PM, in the Hazard Conference Room, URI Coastal Institute.
