Its the deadliest method there is , better than live bunker...seen it myself with clammer....I dont care how many live bunker you have ...if your next to a RI yo-yo expert you may as well go home cause you aint catchin nothing!
It is not illegal at all...As for rigging it? thats a closely guarded secret and if I say anymore Clammer and others would have my head....Lets say there is more to it than a weight and a coat hanger.

In my opinion the best boat fisherman in the universe for Striped -Bass is RI's own Ray Jobin...and he invented the YO-YO....He is a master at it...

Ya I saw the RI guys slaying them today, got a 36lber myself on a yo-yo this morning.

There are many variations of this, it is a killer techniche. Large sinkers, a wooden scewer or metal rod and something to sew the mouth shut. And yes the Rhody boys brought it to MV

I have built all of 20 Yo-Yo rods this year for the guys . Some are from this board and they seem a little quite about this subject.

The true version utilizes a metal rod for balance that most certainly will kill any fish that ingests it and breaks off.
