Email or call the DMF for the application. It is not easy to find but it is attainable. There is NOT a mortorium on gillnets over 200sq ft for the purpose of obtaining non commercial bait. It is just another $30 Tax!
You may want to look into a nice cast net too. A Calusa. A little coin but if you get good at it it is easy than a gill net especially if your fishing alone a gillnet can s*ck. No I don't have a throw net yet but am thinking of it, just takes some practice.
