I also think that there is an opportunity to bring people from urban centers into this process as well... We can install all the solar panels we want on someones second home on the cape, but we really need to move this process forward in urban settings as well.. I guess the way I read it is that they want to take some percentage of the stimulus money and train people for these jobs.

And at least 2 percent of project funds should be allocated to such training. To me it sounds like some percentage (maybe 20% is high) should go to people chronically out of work (again I would add that are qualified to do the work) and at least 2% goes to training new (or retraining older???) workers and this should be available to women and minorities, not has to be available and excluding white guys.....


but thats my take on it, and we know what opinions are like
